Latin Americans and Caribbean Zone arrived to the internet as a new tool for support, saving money and time - into NGOs, communities, and social organizations. Those new process suppose too many changes in ways poeples express and think themselves, making new formulas and finding alternative channels for resolve their own problems, by collaborative learning and participating into ICTs popular appropriation, and creative uses for these emergent and interactive tools: building the digital opportunity for human development, cultural exchange, improving visibility, infoexchange, democratization and modernization, by citizens' empowerment, knowledge's recycling and scientific upgrade, into the human and virtual networks, starting XXI Century.

The real thing, again, too many ephifanies coming from neoliberal and unique thought's model, in our markets exist, is growing to a new scenery for hope, fight against poverty and exclussion.

The networks -builded for solidarity, rural and islotated communities, increainge productivity, imagination, new projects or social demands- are changing the face and perception about cultural, scientific, and political activism, available not only for wealthy inhabitants- well educated and avant garde, urban,ellites- including NOW emergent actors and actresses, as indigenous people, popullation in marginalized areas, kids, youngs-ordinary peoples- families with low and middle income- small entrepeneurs, universities, cultural centers, museums, womens and handicap people, traditionally, -as afrodescents- excluded or not listened, by tradicional leadership, in their particular agenda or proritary interests, inclusive into the continental poorest "Club" of nations: Haiti,Bolivia, Nicaragua, El Salvador or Dominican Republic, via communitary networks or telecenters.

What kind of uses and benefits had find associations, communitary groups, and academic institutions in Latin America and Caribbean Zone from Internet? .

What kind of perceptions are changing during 1998-2001? Why is so important for sustainable development, still fighting, struggling, identifying, promoting MISTICA and its efforts, for create one independent vision, about those questions?
